More on each scenario:

If your household income has crossed the old S$14,000 ceiling but sits at or below the new S$16,000 cap, you've regained BTO eligibility. Get your HFE letter and compare the HDB concessionary loan against bank loan rates before committing — the concessionary loan's 2.6% p.a. rate is pegged to the CPF OA rate and doesn't reprice with the market the way bank loans do.

If you're planning for a child in the next year or two, the SG Child Support Package brings total support to roughly S$62,000 in dedicated package benefits, and around S$70,000 once existing MediSave and Edusave support is factored in — but it isn't a single lump sum. Current guidance points to an April 2027 start, so check transition rules if your child arrives before then.

If you're currently on Extended Childcare Leave for a child aged 7–12, your leave structure is merging into the new streamlined scheme. Confirm with your employer or MOM how your existing 2-day ECL entitlement carries over.

 

Calculating Your Household's Housing Budget Under the New S$16,000 Cap

Step 1 — Confirm income eligibility. HDB assesses gross monthly household income (basic salary plus fixed/variable allowances) over the 12 months ending two months before your HFE application — excluding employer CPF and bonuses. If your combined total is at or below S$16,000, you meet the ceiling.

Step 2 — Work out your Mortgage Servicing Ratio (MSR) cap. Your monthly housing loan installment can't exceed 30% of gross household income. At the S$16,000 ceiling, that's a maximum of S$4,800/month.

Step 3 — Total housing budget. This is your maximum loan quantum plus CPF OA savings and cash on hand. At S$15,000/month income (MSR cap S$4,500/month) over a 25-year tenure at 2.6% p.a., the maximum HDB concessionary loan works out to roughly S$1,000,000, at up to 75% loan-to-value with a 25% minimum downpayment.

 

Where to Put Your Savings While You Wait

If you're now within reach of the new S$16,000 ceiling, the months before your HFE letter comes through are a good time to park your downpayment savings somewhere that's actually earning interest, rather than letting it sit idle. A high-yield savings account can meaningfully offset the wait — especially if you're still 6–12 months out from applying.

If you're deciding between an HDB concessionary loan and a bank home loan, the difference isn't just the headline rate. The concessionary loan's 2.6% p.a. rate is pegged to the CPF OA rate and moves slowly, while bank loan packages can be lower in the short term but reprice with the market. At the S$16,000 income ceiling, even a small rate difference shifts your effective borrowing room against the S$4,800/month MSR cap — worth running both scenarios before you commit.
