According to our search on Skyscanner, it appears the cheapest flights to Tokyo can be achieved by booking an outbound trip from Changi Airport to Narita International Airport on Scoot. As for your inbound flight back to Singapore, you'd be travelling on ZIPAIR.
Both ZIPAIR and Scoot are budget airlines, with ZIPAIR being a wholly-owned subsidiary of Japan Airlines.
Airfares in May 2023 and July to August 2023 are pretty consistent, with travel in April 2023 being the most expensive, especially since it's cherry blossoms season.

How can I get the cheapest flights from Singapore?
To find the cheapest flights from Singapore, we recommend you do your due diligence by comparing airfares and prices on travel aggregators such as Skyscanner or Kayak.
Do also take note of the peak and off-peak periods for travel. The obvious peak periods include the school holiday period June and cheery blossom season (for certain countries) in April.
If you are planning to travel to a South-East Asian country, the off-peak period is usually around November as it is between the monsoon season.
Last but not least, do remember to make use of any existing miles you have accumulated to before they expire. Now that travel is back on in full swing, many airlines may not be open to extending the validity of your existing miles. Singapore Airlines is one example.
Which airline is the cheapest?
That really depends on the country you are travelling to as well as any existing promotions that airlines are offering.
Take Seoul for instance, the cheapest flight to Seoul in April is T'way Air, while for other months, budget airlines like Scoot, offer the cheapest flight. Do remember to compare prices using a travel aggregator before making your booking to ensure the cheapest flight. But in general, budget airlines should offer the best bang for your buck.
However, do note that the cheapest doesn't always necessarily mean the best. Budget airlines may experience flight delays and other complications which could damper your holiday experience.
Certain amenities and niceties that premium airlines offer can't be measured with dollars and cents either. With that said, remember to weigh out your expectations and budget before deciding on which airline to travel on.
