HDB BTO Feb 2023 Review: Jurong West, Kallang/Whampoa, Queenstown, Tengah

The HDB BTO Feb 2023 launch will see 4,428 flats across Jurong West, Kallang/Whampoa, Queenstown, and Tengah, including two PLH projects in Dover Forest and Farrer Park. Here's an overview of the launch.

The upcoming February 2023 HDB BTO launch will feature 4,428 flats across four estates: Jurong West, Kallang/Whampoa, Queenstown, and Tengah.

Ulu Pandan Glades BTO in Queenstown and Farrer Park Fields BTO in Kallang/Whampoa will fall under the Prime Location Public Housing (PLH) model, given their city-fringe locations and proximity to MRT stations.

Ulu Pandan Glades BTO is the second BTO project after Ulu Pandan Banks BTO in November 2022 to be launched in the eastern half of Dover Forest.

Meanwhile, the Farrer Park Fields BTO — which is smack between Little India MRT and Farrer Park MRT — will likely be the most attractive to buyers. 

As expected, these are the most expensive BTO projects of the bunch; a 3-room flat in Ulu Pandan Glades is priced from S$372,000 to S$498,000, and a 4-room will go for S$541,000 to S$711,000. 

On the other hand, a 2-room Flexi unit in Farrer Park Fields BTO starts from S$185,000; S$356,000 to S$449,000 for a 3-room unit; and S$484,000 to S$631,000 for a 4-room unit.

For those on a budget, Jurong West Crystal is the most affordable flats in this launch, with prices ranging from S$187,000 to S$249,000 for a 3-room flat, and S$288,000 to S$372,000 for a 4-room flat.

If you’re eyeing a 5-room flat, Brickland Weave BTO in Tengah is the project to look at. Otherwise, you may want to wait until the BTO May 2023 launch, as there will be 5-room flats available in Serangoon and Bedok.

The Jurong West Crystal BTO is located close to Pioneer MRT station and features 270 units of 3-room and 4-room flats. In fact, it takes only seven minutes on foot to reach the station. 

It is close to the elevated MRT track of the East-West Line, so expect some noise, especially if your units are closer to the track.

That said, the area is quite convenient because the amenities are within walking distance. Sports and outdoor enthusiasts will be glad that Yunnan Gardens, Yunnan Park, and Jurong West Sport Centre are less than a 5-minute walk. What’s more, the Jurong West Park Connector is also nearby.

The Jurong West Crystal flats are also the most affordable in this launch, with prices ranging from S$187,000 to S$249,000 for a 3-room flat and from S$288,000 to S$372,000 for a 4-room flat. 

According to the HDB, the average waiting time is 47 months, just under four years. at least 95% and at least 85% of 4-room and larger flats and 3-room flats, respectively, will be set aside for first-timer families to help them secure a flat.

There will be two BTO projects in Kallang/Whampoa in February 2023: Rajah Summit BTO and Farrer Park Fields BTO. The former is bounded by Jalan Rajah, and the latter, which is a PLH project, is bounded by Farrer Park Road, Hampshire Road, and Race Course Road.

In total, 1,784 units of 2-room Flexi, 3-room, 4-room, and 5-room will be offered.

Rajah Summit BTO is located along Jalan Rajah and overlooks the Kallang River. It consists of 510 units of 3-room and 4-room flats.

Most notably, the project is nearby several sporting facilities, including Toa Payoh Sports Hall, Toa Payoh Stadium, and Toa Payoh Swimming Complex. Toa Payoh MRT is about 15 minutes on foot. 

There aren’t many schooling options too, with Bendeemer Secondary School and Hong Wen School being the nearest schools.

On the other hand, Farrer Park Fields BTO is more centrally located; it’s smack between Little India MRT and Farrer Park MRT, and it takes less than five minutes to get to either station on foot. As mentioned above, this will be a PLH project.

This is also a bigger project with 1,274 units of 2-room Flexi, 3-room, and 4-room units offered.

Nearby amenities include City Square Mall, Mustafa Centra, and Tekka Centre. Moreover, the area has plenty of shophouses, restaurants, and cafes, so there’s no shortage of food and retail options.

However, like Rajah Summit BTO, the lack of schooling options might deter families with schooling children.

Ulu Pandan Glades BTO in Queenstown is another PLH project. Located along Ghim Moh Link and Commonwealth Avenue West, on Dover Forest East, it also overlooks the Ulu Pandan Canal. If the area sounds a little familiar to you, it’s because it’s located east of Ulu Pandan Banks, one of the Queenstown BTO projects in Nov 2022.

This time around, there will have 732 units up for grabs, with 160 units of 3-room flats and 572 units of 4-room flats.  

The BTO site is also about 10 minutes by foot to Dover MRT. As expected, this will be a PLH, given its locational attributes.

This BTO project is also ideal for families with schooling children as it’s near several schools including Anglo-Chinese School (Independent), Anglo-Chinese Junior College, Fairfield Methodist School (Secondary), Fairfield Methodist School (Primary).

On top of that, tertiary institutions such as Singapore Polytechnic, School of Science and Technology, and ESSEC Business School are also nearby.

Aside from that, Ulu Pandan BTO is also near amenities like Star Vista, Holland Village, Ghim Moh Market, Rochester Mall, and Ulu Pandan Park Connector.

Last but not least, there's another BTO project in Tengah in the February 2023 BTO launch, with 1,640 units of 2-room Flexi, 3-room, 4-room, and 5-room flats up for grabs. As mentioned, this is the only February 2023 BTO project offering 5-room flats. 

That said, the area isn’t loaded with amenities yet and is undergoing heavy development, so future residents will have to bear minor inconveniences and construction noises for a few years.

Located along the future roads of Tengah Boulevard, Brickland Crescent, and Brickland Rise, there aren’t many amenities nearby as the area is currently developing. The upcoming Choa Chu Kang West MRT on the Jurong Region Line isn’t nearby either, taking roughly 20 minutes if you’re travelling by foot.  

That said, more amenities will be available as they are built up. Also, this is among the most affordable BTO projects in Feb 2023; a 4-room unit is priced from S$291,000 to S$375,000, while a 4-room unit starts from S$401,000 to S$503,000. 

As with the Jurong West Crystal BTO, at least 95% of 4-room and larger flats, and at least 85% of 3-room flats will be reserved for first-time applicant families. 

If you didn't already know, Tengah is stated to be the first car-lite HDB town, and there will be green features such as dedicated walking and cycling paths, smart technology features, and autonomous vehicles will also be piloted in the town to provide residents with a connection to key nodes and amenities within the town. 

Applications for the Feb 2023 HDB BTO exercise will close on 6 March at 11.59 pm. Successful applicants will be determined through a computer ballot on a first-come, first-serve basis. 

Upcoming HDB BTO in May and August 2023 

If the Feb 2023 HDB BTO project doesn’t tickle your fancy, you might want to wait for the May 2023 or August 2023 HDB BTO launch.

In May 2023, HDB will offer about 5,400 BTO units across these estates:

  • Bedok (2-room Flexi, 3-room, 4-room, 5-room, 3Gen flats)

  • Kallang/Whampoa (3-room and 4-room)

  • Serangoon (4-room and 5-room)

  • Tengah (2-room Flexi, 3-room, 4-room, and 5-room)

On top of that, Sale of Balance Flats (SBF) will likely be offered in May 2023. Since BTO flats take about 3 to 5 years to complete, you may want to consider applying for an SBF flat if you need a home urgently. A fresh supply of Open Booking of Flats will be available for viewing in March 2023, and HDB will also announce the date for online application.  

There will also be about 5,200 to 6,200 BTO units in the August 2023 BTO sales exercise:

  • Choa Chu Kang (2-room Flexi, 3-room, 4-room, 5-room, 3Gen flats)
  • Tengah (2-room Flexi, 3-room, 4-room, 5-room)
  • Bukit Merah (2-room Flexi, 3-room, 4-room)
  • Kallang Whampoa (2-room Flexi, 3-room, 4-room)
  • Queenstown (3-room, 4-room)
